From August 1, 2025, Enedis meters become mandatory. Households that are not equipped will have to pay penalties during the exemption.
The countdown is on. From August 1, 2025, Linky meters become mandatory. Households not equipped with these smart meters “will be charged with the cost of the residual reading”, according to French electricity network manager Enedis. Currently, 94% of French households are already equipped with Linky meters.
This equipment should allow households to be “billed for their actual consumption (and no longer estimated)” and benefit from “a more accurate monitoring of their electricity consumption”, according to the manager.
Linky counters mandatory in 2025
Until then, owners of old electricity meters were already obliged to pay “reading fees related to the specific management of old generation meters”, which amounted to 54.24 euros per year. Households could, however, save the cost of replacing the box by doing it themselves. From August 1, 2025, escaping this financial penalty will no longer be possible. It is precisely on this date that the new tariffs for the use of electricity networks (TURPE) will come into force.

Beyond this term, “all customers not equipped with a smart meter will be billed with the cost of the residual reading, with the Energy Regulatory Commission (CRE) estimating that from this period, users not yet equipped with Linky will be so by choice deliberate (except in isolated cases related to a technical impossibility)”, according to EDF subsidiary Enedis. “The precise modalities as well as the invoiced amounts” will be determined in due course by the authorities.
