North Korea's statement

It was last Sunday when North Korea's Vice Minister of National Defense, Kim Kang-ilpublished a statement collected by news agency KCNA denouncing the recent balloon shipments by activists and assuring that it would respond with a “an eye for an eye action.”

“Heaps of waste paper and garbage will soon be scattered across the border areas and inland areas of the Republic of Korea (official name of the South) and that's what they will experience how much effort it takes to clean them,” he added.

It is also worth considering that both countries are technically still at war, as the conflict they faced between 1950 and 1953 ended with a ceasefire and not a peace treaty. And earlier this year, Kim Jong Un declared South Korea the main national enemy and removed the goal of reunification from the constitution.
