What do the PP and Vox government agreements say about immigration?
Vox has announced that it will break its agreements with the PP in the autonomous regions where they govern in coalition if the popular parties agree to receive minor migrants. However, the agreements signed between the two do not explicitly refer to these minors. The Popular Party and Vox govern together in five autonomies: Castilla y León, the Valencian Community, Extremadura, Aragon and the Region of Murcia. They also signed an investiture agreement in the Balearic Islands, where the PP governs alone. Most of the pacts concern migration, but none explicitly refer to minors who migrate alone, whose reception is in the hands of the autonomous communities.
Castile and León. The pact that supports the first coalition government formed in 2022 by PP and Vox refers to migration in point number 32, in which both parties agree to “promote an orderly immigration that, from cultural, economic and social integration, and against illegal mafias, contributes to the future of Castilla y León.”
Valencian Community. The second pact signed by PP and Vox, that of the Valencian Community, includes specific actions against “illegal immigration”, but again does not refer to minors, who cannot be included with the rest of the migrants because in their reception the best interests of the minor prevail and there are specific regulations in this area. Article 48 of the pact states: “The Generalitat Valenciana, within the exercise of its powers, will inform the State Security Forces and the Corps of possible cases of illegal immigration, with special attention to the organised mafia. In the same way, we will eliminate subsidies to entities that support these practices.”
Strange. The Extremadura treaty makes no mention of immigration, mafia or minors. The PP reached this agreement with 28 deputies and Vox with five.
Aragon. Indeed, migration is discussed in the case of the Aragonese Pact from which the government led by Jorge Azcón emerged. In the last point of the chapter dedicated to housing, the fight against illegal occupation and insecurity, PP and Vox committed themselves to “require accreditation of legal residence in all regulations and calls for access to subsidies and aid from the Government of Aragon, and not just the vehicle registration certificate.” They also agreed to end “any public support to organizations that collaborate with human trafficking mafias.”
Region of Murcia. The mafias are also mentioned in point 15 of the agreement signed in the Region of Murcia, with wording that reads: “We are committed to the coordination of the local police and the state security forces and bodies to prevent crime and effectively eradicate the action of organised gangs and the fight against illegal immigration mafias.
Balearic Islands. The pact that makes the most references to immigration among those signed with Vox is that of the Balearic Islands, where Marga Prohens governs alone. Point 105 of the text refers to the approval of “an immediate shock plan against illegal immigration, occupation and increasing insecurity, which guarantees the human care that victims of mafia must receive”, which includes the “necessary documentary cooperation with the State Security Forces and Bodies for the identification of people in an illegal situation on the Islands with the aim of proceeding with their repatriation in accordance with the law”. The requirement for “proof of legal residence and not just the vehicle registration certificate” to access subsidies and aid and the elimination of “any public support to organisations that collaborate with human trafficking mafias” comes up in the next point. In number 107, reference is made to the boats and the route that reaches the Balearic Islands, pointing out that “coordination with the State Security Forces and Bodies will be strengthened in the event of possible cases of illegal immigration, with special attention to organised mafias that “they promote it” and the demand for a new SIVE (Integrated Foreign Surveillance System) from the Government.
