PSOE and PP meet in Brussels with the European Commission to conclude the agreement on the judiciary | Spain

The agreement is closer than ever. The PSOE and the PP They finalize the renewal of the General Council for the Judiciary (CGPJ) with the mediation of the Vice-President of the European Commission, Vera Jourová. This afternoon at 16:30, the two main negotiators, Félix Bolaños for the Socialists and Esteban González Pons for the PP, met in Brussels with the Vice-President at the headquarters of the European government to finalize the agreement. Jourova demanded that the two parties have the agreement very advanced before they went to Brussels, and that's what they did. According to negotiating sources, the pact is virtually closed, although after all, no one trusts it until it is officially announced.

This would put an end to the blockade that has prevailed since then to the CGPJ five and a half years ago and the ultimatum launched last week by the president of the government, Pedro Sánchez, would diminish. The PSOE leader announced that if the PP did not reach an agreement by June 30, the PSOE and its partners would reform the law so that the CGPJ stops arbitrarily appointing Supreme Court judges and does so based on objective criteria .

If an agreement is reached, that proposal will lapse and the appointment will take place as always, allowing the PP to exert influence, albeit no longer under the control of the majority of the CGPG, as it has done for the past decade. , but in an agreed manner with the progressive majority. A third of the Supreme Court judges have not been renewed, and with this opening up they would do so with a CGPJ completely different from the one of the past ten years, five more than they should have served, in which the conservative dominance is very clear used to be . In fact, the current CGPG, whose mandate has expired since 2018, is responding to a 2013 Congress of Deputies, with an absolute majority of the PP.

Other negotiations that the government and the PP are conducting for various highly relevant organizations also depend on the unblocking of this agreement. from the Bank of Spain to the National Competition Market Commission or the RTVE Council. The PP is also waiting for a member of the Constitutional Court that will not be renewed and would fall into the hands of the conservatives, which would replenish the twelve provided for in the Constitution and give a majority of seven to five in favor of the progressives, and not 7 to 4 like now.

The negotiations were very advanced years ago, as they have been discussed many times, and the agreement reached today is based on what was practically finalized in October 2022, when Alberto Núñez Feijóo withdrew at the last minute, claiming that Sánchez would reform the crime of sedition. “We assist with the best attitude, our wish is that an agreement is reached. There have been contacts, progress has been made, we hope that there is an agreement that will allow us to unblock the blockade after five and a half years,” said the minister's spokesman, Pilar Alegría.

Miguel Tellado, spokesman for the PP in Congress, claims that the PP's position “has not changed” and is the same as the one it has maintained in recent months. “We want to reach an agreement that allows us to renew the General Council for the Judiciary and at the same time change the electoral system. That is our position, it is known and I firmly believe that there has been no change in that position. Our position is clear, it is about guaranteeing the independence of the judiciary and it is good that the PSOE refrains from blackmail and ultimatums such as those launched last week, because that certainly does not help at all,” he stated a few minutes before the PSOE and PP confirmed the meeting of Bolaños and González Pons with Jourova. “If the agreement is reached, it will be beneficial for Spain. Let no one believe that the PP can work together in an agreement that does not exist. The agreement will either be good or there will be no agreement,” he said despite criticism from Vox or PP leaders such as Madrid President Isabel Díaz Ayuso, who is against any agreement with the PSOE.

Both PSOE and PP have sent separate statements saying that the two negotiators will speak to the media an hour later, indicating that the pact is on the verge of being realized, although it will not be finalized until they officially announce it . “The purpose of the meeting is to make progress in the renewal of the CGPJ and in improving the independence of the judiciary in our country,” the PP statement said.

Socialists and popular people already recognized contacts on Monday, just a week before the deadline given by Pedro Sánchez to Alberto Núñez Feijóo to renew the CGPJ. In another sign that negotiations were going well, the minister of the presidency cleared his public agenda for Monday and Tuesday to focus on them. Bolaños even canceled a trip he had planned to Washington (USA).
