The Vox, Sortu and Catalunya en Comú formations have received donations in 2020 for procedures outside the law on the financing of political parties, which would imply non-compliance that could be administratively sanctioned, as reported by the court this morning.
The supervisory body has presented its 'Inspection Report on the Annual Accounts of Political Parties' for the 2020 financial year, which includes the aforementioned non-compliance by Santiago Abascal's party, its parent company Bildu and the training led by Ada Colau, Jessica Albiach and Candea López.
ATM Deposits
According to the report published on Friday, Vos deposited 102,048.30 euros “via ATMs” that, although they are registered as promotional activities, there is uncertainty as to whether part of said income corresponds to donations and not to the sale of products, which would be contrary to the provisions of Article 5.1 a) of the Organic Law on the Financing of Political Parties, since possible donors have not been identified.
On the other hand, the Abascal training received cash “from the issuance of membership cards 440 euros, from membership fees 1,661 euros and from donations 100 euros, which is contrary to the requirements established in articles 5 and 8 of the LOFPP”. Finally, according to the Court of Auditors' report, Vox also received donations from finalists worth 2,754 euros, “which is contrary to article 5.1.a) of the LOFPP, according to which political parties may not accept or receive donations from finalists, directly or indirectly”, as reported by the regulator. Similarly, the Partit Demòcrata Europeu Català received 9,100 euros.
As for Sortu, according to the aforementioned report, it received two contributions, of 720 and 216 euros, “where the people who made them were not identified, in violation of Article 8.3 of the LOFPP.”
Catalunya en Comú received donations “through an online payment platform, whose donors have not been identified, for a total of 279.04 euros, in violation of the provisions of article 5.1 a) of the LOFPP, according to which “Political parties may not accept or receive, directly or indirectly, anonymous donations.”
Unanimous in the plenary session
These are some conclusions from the report on political parties that was presented to the Court of Audit on Friday, where the Statement on the General State Accounts of 2022 was also reported.
Both reports were unanimously adopted this Thursday during this month's plenary session. Regarding the first, the report concludes that political formations were fed 73% public financing compared to 27% private financing. In terms of debt burden, in 2020 the PSOE was the party with the highest debts to credit institutions (29.56 million, 23% of the balance), followed by the Popular Party (22.92 million, 27%) and Izquierda United (13.29 million, 78%). ).
Regarding the report on the General State Accounts for 2022, the plenary meeting of the Court of Auditors issued a positive opinion, although it notes that there are aspects that could be improved, such as the accounting recording of the transactions in the year to which they actually correspond.
The supervisory body notes that the social security balance for a consecutive year includes negative net worth by gender that amounted to almost 89 billion euros as of December 31, 2022. It therefore proposes to the Cortes Generales to take measures to solve the problems. the situation. On the same date, the public debt of the General Government amounted to 1,333 million euros.
