The Ministry of Climate and Environment wants to increase the amount of electricity in the first auction of offshore wind energy. – From the previous assumption of 5 GW (2.5 GW in 2025 and 2027), currently it is planned to auction a maximum total capacity of 12 GW: 4 GW in 2025 and 2027, 2 GW in 2029 and 2031 – we read in the press release .
The Ministry of the Environment and Environment is in dialogue with the European Commission regarding the changes introduced by the Law of 17 August 2023 amending the Renewable Energy Sources Act and certain other laws regulating the increase in capacity volumes and auction dates for offshore wind energy.

However, there will be a “suspension clause”. Such changes will not enter into force until the date of a positive decision by the European Commission regarding the compatibility of state aid provided for in this regulation with the internal market or until the Commission recognizes that it does not constitute new state aid.
In agreement with the European Commission, it is stipulated that the budget increase in volume in 2025 (first auction) does not exceed the 20% threshold, therefore this change is not considered a change to existing aid.
According to the ministry, the European Commission's position will allow the President's Office for Energy Regulation to conduct offshore auctions in 2025 with a maximum total installed capacity of 4 GW.
