According to him, changes to legislative regulations need to be made, because according to the law, river beds outside urban areas must be managed by the governor who does not receive any budget for this. Municipal governments are responsible for cleanup in urban areas. In practice, riverbeds outside urban areas are not cleaned, he said.

It is very inefficient to carry out cleaning inside settlements, and things outside settlements are still a problem, the mayor said, in line with the current situation in Spain. “Hopefully nature won't force us too quickly as a country to change laws and funding,” he said.
Troyane Municipality has allocated BGN 100,000 this year for river bed cleaning, Eng. Nikolay Rajkovski, Deputy Mayor of the City of Troyan.
